What was TJ doing on the streets of Las Vegas?

We traced his microchip back to a shelter in California, but not to a previous owner.  The CA shelter said TJ was named there for "Traffic Jam", because he was crawling under moving cars on a busy street in Long Beach.

TJ needs someone who can make a lifetime commitment to him and never fail him again.

He is a tender-hearted Chihuahua, about 7 years of age, neutered boy, great with other dogs, and ready for adoption at Nevada SPCA.  His front legs are bowed (birth defect), but he can walks well.
